On the morning of August 21, the university’s 2026 Fall Semester Opening Conference and the All-Staff Meeting were held in the Grand Auditorium. University leaders delivered work plans for the new semester, and Party Secretary Linghu Caitao gave a keynote report titled “Answering with Action, Delivering Results.”

Linghu Caitao emphasized the need to grasp the current situation by clearly understanding three key issues: national support, institutional strengths, and existing challenges. She called for enhanced urgency, execution capability, and fighting spirit in transforming resources into core competitiveness, policy opportunities into tangible outcomes, and institutional advantages into strategic advantages. Focusing on breakthroughs, she highlighted three main priorities: achieving undergraduate status, optimizing program layouts, and strengthening lifelong education foundations. Centered on the core missions of upgrading the Open University and elevating the vocational institute to the undergraduate level, she advocated building a high-level vocational undergraduate institution deeply integrated with lifelong learning that serves communities directly, as well as an open university committed to increasing the average years of education among the province’s working-age population. She stressed action-oriented leadership, calling for proactive engagement in four areas—ideological commitment, organizational strength, pioneering initiative, and educational excellence—to address fundamental questions: who wants to act, who will act, how to act, and for whom we act—thereby turning vision into reality.

She urged all faculty and staff to stay confident, unite in effort, take responsibility, set standards, and maintain momentum, delivering outstanding results through hard work and concrete achievements. Her report closely aligned with the national “15th Five-Year Plan for Education Development” and the university’s actual conditions, analyzing opportunities and challenges while charting clear directions and expectations, resonating deeply with attendees. Participants expressed their determination to unify thinking and action, focus on core tasks, fulfill responsibilities at their posts, and advance the university’s high-quality development. The meeting was chaired by President Luo Yong, attended by university leaders and all faculty and staff.
