From February 25th to 27th, 2026, our university held the spring semester staff meeting. Party Secretary Linghu Caitao delivered a speech with the theme of “Without Waiting for the Spring Breeze to Call, We Will Actively Write a New Chapter and Strive to Create a New Future of High-Quality Development for the Upgrading of the Open University”. President Luo Yong made the overall work arrangements. University leaders Luo Linglong and Zhang Renjun, among others, respectively arranged the work under their jurisdiction.

The meeting reviewed the work of 2025 with the approach of “Playing the Scattered Cards, Playing the Ace, and Playing the Good Cards”, and proposed ten hard tasks for 2026: five projects (Party Building Leading and Soul-Casting, Striving to Reach the Standard of Schooling Capacity, “Fusion Culture” Permeation, “Double High and Upgrade to Bachelor’s Degree”, and Quality Improvement of Open Education System) and five actions (Enhancing Governance Efficiency, Cultivating “Proactive Students”, Leading with “Proactive Teachers”, Focused Research Breakthroughs, and Empowering Digital Transformation).

Centering on the goal of “Upgrading the Open University”, four upgrading paths of system, governance, service, and integration were clearly defined, and the “12341” work main line was established: “1” focuses on increasing the average years of education of the working-age population in the province; “2” involves transforming the roles of staff and departments; “3” strengthens the construction of systems, teams, and systems; “4” makes good use of the credit bank, seeks policy support, conducts extensive discussions, and formulates action plans; finally, “1” comprehensively builds a ubiquitous and accessible lifelong education system.

The meeting also looked forward to the construction of the new campus and the key indicators for the “15th Five-Year Plan”. The entire university will unite in the consensus of “Upgrading and Breaking Through”, stimulate the awareness of “Practical Work for the Long-Term”, seize opportunities with the vigor of a galloping horse, implement with the diligence of a horse without rest, and overcome difficulties with the tenacity of a dragon horse, striving to walk a new path of high-quality development and continuing to write a new chapter of the Open University people’s courage to strive and climb to new heights.
